The United States Labor Department reported that the Producer Price Index for finished goods had risen 0.9% in September, sparking worries that the rate of inflation might soon increase.
The Dow Jones industrial average dropped 190.58 points to a close of 2,569.26, the second-highest one-day decline in points ever. The immediate cause of the selloff was attributed primarily to the failure of a group of investors to arrange financing of a takeover of United Airlines. Their setback was seen as an indicator that the era of the "junk bond" financing of corporate takeovers might be nearing an end. Investors were also concerned about the rise in producer prices and by the apparent failure of the United States Congress to approve a reduction in the capital gains tax.

The United States Senate rejected a treaty signed by the U.S. that banned all underground nuclear testing. With 2/3 approval required, only 48 Senators voted for the treaty, while 51 voted against it. Opponents of the treaty said that it was unverifiable and unenforceable and "would not stop other nations from testing or developing nuclear weapons." President Bill Clinton excoriated the Senate, warning of a return to isolationism. It was the first time the Senate had rejected a treaty since the rejection of the Treaty of Versailles and the League of Nations in 1919 and 1920.

The largest labour organization in the United States, the AFL-CIO, endorsed Vice President Al Gore in his candidacy for the presidency of the United States in 2000. Prosecutors said they had insufficient evidence to charge anyone in the murder of 6-year-old Jon Benet Ramsey, whose body was found beaten and strangled in the basement of the family home in Boulder, Colorado. Many observers believed the authorities had botched the case, allowing evidence to be tainted. The grand jury was dismissed without having heard from the Ramseys.
