Jeremiah S. Black, 73. U.S. lawyer, judge, and politician. Mr. Black was Chief Justice of the Supreme Court of Pennsylvania from 1851-1854, United States Attorney General in the cabinet of President James Buchanan from 1857-1860, and Secretary of State from 1860-1861. He was nominated for the U.S. Supreme Court by President Buchanan, but his nomination was defeated in the Senate by a single vote on February 21, 1861.

The U.S. War Manpower Commission set an October draft quota of 312,000 recruits and said that fathers who were in war-related jobs prior to the U.S.A.'s entry into the war in 1941 may be deferred. Soviet forces hurled back German counterattacks on three sides of Kharkov, killing a reported 2,400 German troops and advancing 3-7 miles, taking more than 30 villages. The southeastern italian railway junction of Foggia underwent the heaviest raid of the wa in the Mediterranean theatre.

The Colombian Foreign Ministry proposed a seven nation--Colombia, Chile, Ecuador, Paraguay, Peru, Uruguay, Venezuela--conference to study postwar problems, including their role in the United Nations.

Farrell Funston and George Fleming scored touchdowns for the Blue Bombers in their win over the Roughriders at Winnipeg Stadium. It was Mr. Fleming's first regular season game in the CFL; he had played with the Oakland Raiders in 1961 and the Toronto Argonauts in the 1963 pre-season, but had been cut by Toronto before the start of the season.
A 37-yard touchdown pass from Eagle Day to Lovell Coleman with 1:27 remaining in the game gave the Stampeders the win over the Tiger-Cats at McMahon Stadium. Bobby Walden, recently acquired in a trade with the Edmonton Eskimos, played his only game in a Hamilton uniform; in addition to punting, he rushed 5 times for 14 yards and caught 2 passes for -5.
Nub Beamer scored 2 touchdowns for the Lions as they defeated the Argonauts before 31,589 fans at Empire Stadium in Vancouver. Dick Shatto scored 2 touchdowns for Toronto, giving him 400 career points, a career record for the Eastern Football Conference. Virgil Wagner scored 398 points for the Montreal Alouettes from 1946-1954. Toronto quarterback Jackie Parker completed 13 of 22 passes.

Colonel Georgios Papadopoulos was inaugurated as President of Greece, more than two months after abolishing the monarchy and declaring himself President. He promised amnesty for 300 political prisoners and the abolition of martial law. The amnesty included all who had committed "political crimes" against the government since the 1967 coup that had brought Col. Papadopoulos to power, as well as the 69 navy officers indicted for an abortive mutiny in May 1973.

The Soviet embassy in Washington agreed to permit 16-year-old Andrei Berezhkov to answer questions from three reporters. The youth, whose father Valentin, a first secretary at the embassy, was due to return to Moscow at the end of the month for resssignment, had run away from home on August 10 and had written to The New York Times declaring that he wanted to remain in the United States. At the press conference, Andrei denied that he had written the letter, and said he wanted to return to the U.S.S.R. The U.S. State Department said it had determined that he had expressed a desire to leave, and he and his parents left Washington that evening for Moscow.
Economics and finance
The United States Commerce Department reported that corporate profits had increased 14.7% in the second quarter of 1983.
The U.S. Congressional Budget Office warned that prospective federal budget deficits in the range of $200 billion for the next few years could result in higher interest rates and slower economic growth. The office predicted a 5.8% growth in the economy in 1983, followed by a 4.3% advance in 1984.

Terry Greer set a CFL record for a single game with 16 pass receptions as the Argonauts beat the Rough Riders at Lansdowne Park. Rollin Prather of the Edmonton Eskimos caught 15 in a playoff game in 1952. George McGowan of the Eskimos was the first to catch 15 passes in a regular season game, doing it on September 3, 1973. Tony Gabriel of the Hamilton Tiger-Cats caught 15 in a playoff game in 1974, Eugnene Goodlow of the Winnipeg Blue Bombers caught 15 on November 1, 1981, and Mr. Greer tied the record against the Blue Bombers on October 11, 1982.

It was the first game for Krazy George as an Eskimo cheerleader after performing the same function with the British Columbia Lions since the 1970s.

Dave Ridgway's 38-yard field goal with 1:23 remaining in regulation time gave the Roughriders the win over the Rough Riders before 23,463 fans at Frank Clair Stadium. The kick came less than 4 minutes after Terry Baker had kicked a 43-yard field goal to give Ottawa a 26-24 lead. Most of the scoring came in the first half, which ended with Saskatchewan leading 24-20. Saskatchewan quarterback Kent Austin threw touchdown passes of 14 yards to Ray Elgaard and 36 yards to Don Narcisse, while defensive back Carlton Lance returned a fumble 9 yards for another TD. Ottawa quarterback Tom Burgess threw touchdown passes of 51 yards to Jock Climie and 98 yards to Wayne Walker.

Carlos Roberto Reina, 77. President of Honduras, 1994-1998; President of Central American Parliament, 1998-1999. Mr. Reina, leader of the Liberal Party of Honduras, was arrested a number of times in his younger years for opposing military governments in Honduras. As president, he transferred mililtary power to civilian hands. Mr. Reina shot himself while apparently suffering from an incurable disease.
Sérgio Vieira de Mello, 55. Brazilian diplomat. Mr. Vieira de Mello worked for the United Nations for 34 years, and was a likely candidate to become UN Secretary-General. He was killed in the bombing of UN headquarters in Baghdad (see below).
Terrorism
23 people were killed when a suicide car bomb destroyed the United Nations headquarters in Baghdad.
A planned suicide attack on a bus in Jerusalem by the terrorist group Hamas killed 23 Israelis, 7 of them children. Israel then halted efforts to follow the "road map" to peace with the Palestinians.
Four men were sentenced to death in Morocco for their part in the suicide bombings that had killed 45 people in Casablanca in May. 83 others were sent to prison, some for life.
Indonesian police named 16 suspects in the August 5 bombing at the J.W. Marriott Hotel in Jakarta, which had killed 12 people and injured 150. 10 of the suspects were in custody.
War
Nine police officers were killed in an ambush by guerrillas in eastern Afghanistan.
U.S. officials said that former Iraqi Vice-President Taha Yassin Ramadan, a close adviser to deposed President Saddam Hussein, had been captured.
Energy
The U.S.A. and Canada agreed to conduct a joint investigation into the power blackout that had begun on August 14, affecting the northeastern United States and eastern Canada.
