Diplomacy
U.S. President Richard Nixon and Canadian Prime Minister Pierre Trudeau concluded three days of talks in Ottawa by signing an agreement to clean up pollution in the Great Lakes. The agreement called for a $3-billion, five-year plan under which new treatment plants were to be set up for cities and industries that rimmed the lakes. The program also called for a halt to the flow of pesticides, mercury, and other toxic materials into the lakes, as well as the control of thermal pollution from power plants. The United States, which dumped more pollutants into the Great Lakes than Canada, was to contribute at least $2.7 billion, with Canada expected to contribute about $400 million.
