Édouard Thilges
. Prime Minister of Luxembourg, 1885-1888. Mr. Thilges, an independent, held several positions before taking office as Prime Minister, Minister of State, and Director General for Foreign Affairs. He died on July 9, 1904 at the age of 87.

Bernardo O'Higgins took office as Supreme Director of Chile, succeeding José Miguel Carrera.

. U.S. physicist and surveyor. Professor Bache erected coastal fortifications and conducted a detailed survey to map the mideastern United States coastline. He died of "softening of the brain."

Maria Jacobini
. Italian actress. Miss Jacobini appeared in almost 100 movies from 1910-1944, but was mainly popular in Italian and German silent films in the 1910s and '20s. She died at the age of 52 on November 20, 1944, less than a month after the release of her final film, La donna della montagna (The Mountain Woman).

Died on this date
Maurice Papon, 96
. French civil servant and politician. Mr. Papon was secretary general for the police in Bordeaux during World War II, and was responsible for the deportation of 1,600 Jews to Drancy internment camp. As prefect of the Constantinois department in Algeria during the Algerian War (1954-1962), he tortured insurgent prisoners. Mr. Papon was Mayor of Gretz-Armainvilliers (1955-1958) and Saint-Amand-Montrond (1971-1983), and was elected to the National Assembly in 1968, serving several terms. Details about his past were revealed in 1981, and he was convicted in 1998 of crimes against humanity. Mr. Papon was sentenced to 10 years in prison, but was released in 2002 on grounds of ill health.
