The United States Congress appropriated $2.5 million to be coined into commemorative half-dollars in aid of the World’s Columbian Fair in Chicago in 1893.

Born on this date
Luis Russell
. Panamanian-born U.S. musician. Mr. Russell moved to New Orleans in 1919 and later to Chicago and New York City, where he was a jazz pianist, who also played guitar and violin. He worked with the bands of Doc Cook and King Oliver, and led his own band in the late 1920s and early '30s, and again from 1943-1948, while recording several dozen sides from 1926-1934. Mr. Russell retired from regular performing in 1948, and opened a notions shop. He died on December 11, 1963 at the age of 61.

John Charnley, 70
. U.K. physician. Sir John was an orthopedic surgeon who pioneered hip replacement surgery at Wrightington Hospital in Lancashire in the 1960s. His textbook The Closed Treatment of Common Fractures (1950) influenced generations of orthopedic surgeons. Sir John died 24 days before his 71st birthday.

Robert Muldoon, 71
. Prime Minister of New Zealand, 1975-1984. Sir Robert, a member of the National Party, represented Tamaki in the N.Z. Parliament from 1960-1991. He was Minister of Finance from 1967-1972, and became Leader of the Opposition upon winning the National Party leadership in 1974. Sir Robert led the National Party to victory in the 1975 general election, and returned as Finance Minister as well as taking office as Prime Minister. As Prime Minister, Mr. Muldoon supported the welfare state, but opposed Communism and the legalization of homosexual acts. He led the National Party to re-election in 1978 and 1981, but they lost to the Labour Party in 1984, and Sir Robert resigned as party leader. He was, and remains, a polarizing figure in New Zealand.

Olympics
Mark McKoy won the men's 110-metre hurdles in Barcelona Olympics; it was Canada's first Olympic gold medal in track since 1928. 10 years ago

Darrell Porter, 50
. U.S. baseball player. Mr. Porter was a catcher with the Milwakee Brewers (1971-1976); Kansas City Royals (1977-1980); St. Louis Cardinals (1981-1985); and Texas Rangers (1985-1987), batting .247 in 1,782 games, with 188 home runs and 826 runs batted in. He was the most valuable player in the 1982 National League Championship Series (batting .556) and World Series (batting .286). Mr. Porter's best season was probably 1979, when he batted .291 with 20 home runs and 112 RBIs, and led American League batters in bases on balls with 121 and sacrifice flies with 13. In 1980 he admitted to having problems with substance abuse, and checked into a rehabilitation facility. He then professed to have become a born-again Christian, but he was found dead outside his car, and an autopsy found a level of cocaine consistent with recreational use, which helped to cause his death.

Americana
The gun turret of the USS Monitor was raised from the ocean floor near Cape Hatteras, North Carolina. The Monitor was an ironclad vessel used in the service of the Union forces during the U.S. Civil War, and had sunk in December 1862.
