Member of Parliament Maxime Raymond (Beauharnois-Laprairie), who had left the Liberal Party over the issue of conscription, announced the founding of the Bloc populaire canadien. This party, founded in reaction to the plebiscite on conscription, advocated the adoption of a reformist program inspired in part by the social doctrine of the Roman Catholic Church. Active on the federal stage, the Bloc populaire set up, a few months later, a Quebec wing to run candidates in provincial elections. Mr. Raymond was supported by several Quebec nationalists, including René Chaloult, Canon Lionel Groulx, Pierre Gauthier and Dr. Philippe Hamel. In addition to combating conscription, the party's program was centred around the well-being of the family; the rights of French Canadians in the federal government; and provincial autonomy. In addition, the Bloc supported corporatism, trade unionism, and the nationalization of electricity.

The New Democratic Party, led by former Premier Woodrow Lloyd, were second with 24--down from 26 in 1964--while Progressive Conservative leader Martin Pederson lost his seat, and the party was shut out. There were 58 ridings prior to the 1967 election.

U.K. Prime Minister Harold Wilson won an apology in the High Court from rock music group The Move after a postcard promoting their album Flowers in the Rain had showed a caricature of Mr. Wilson in the nude. As part of the libel settlement, the band and their manager Tony Secunda agreed to devote all royalties from their record to charities of the Prime Minister's choice. Mr. Wilson nominated the Spastics Society and the Amenity Funds of Stoke Mandeville Hospital for the benefit of paraplegic patients to receive the royalties, which continue today.

MacKinlay Kantor, 73. U.S. writer. Mr. Kantor wrote short stories for pulp magazines before writing more than 30 novels, some of them about the American Civil War. His novels included Glory for Me (1945)--which served as the basis for the film The Best Years of Our Lives (1946)--and Andersonville (1955). Mr. Kantor was a war correspondent during World War II. He died of a heart attack.

The Israeli cabinet unanimously approved a secret working paper pf procedures to convene a new Geneva conference on Middle East peace. The paper was the product of an agreement reached on October 5 between U.S. President Jimmy Carter and Israeli Foreign Minister Moshe Dayan The paper called for the participation of Palestinian Arabs at the opening session as part of a unified Arab delegation. Palestinian Arabs would also be included in a working group to discuss the issues of the West Bank and Gaza Strip.

The Progressive Conservative Party, led by Sterling Lyon, unseated the New Democratic Party government of Premier Ed Schreyer in the Manitoba provincial election. Mr. Schreyer had been Premier since 1969. The PCs won 33 seats in the Legislative Assembly--an increase of 12 from the most recent election in 1973--while the NDP dropped from 31 to 23 seats. The Liberals dropped from 5 seats to 1, and leader Charles Huband finished third in his riding.

Former Oakland and Los Angeles Raider Kenny King rushed 19 times for 70 yards and a touchdown for the Tiger-Cats in his first CFL game. Hamilton quarterback Mike Kerrigan completed 29 of 47 passes for 361 yards and a touchdown to Rocky DiPietro, but also gave up 4 interceptions. Hamilton kicker and punter Paul Osbaldiston suffered a season-ending injury in the 1st half and was replaced by slotback Lee Knight for the balance of the game.
Rick Worman completed 15 of 30 passes for 299 yards and touchdowns to Emanuel Tolbert and Larry Willis, and also rushed 4 times for 35 yards and 2 touchdowns as the Stampeders routed the Lions before 31,244 fans at B.C. Place Stadium in Vancouver. Former Stampeder Greg Vavra started at quarterback for the Lions and completed 15 of 28 passes for 178 yards, but was unable to produce a touchdown and was replaced by veteran Condredge Holloway, playing his first game as a Lion. Mr. Holloway was 4 for 10 for 83 yards. It was the third straight loss for the Lions, and the last game for Don Matthews as their head coach. He lost a power struggle with general manager Joe Galat and was fired a few days later and replaced by assistant coach Larry Donovan.

The Blue Jays scored 3 runs in the 8th and tied the game in the 9th on a 2-run home run by Mr. Alomar. Pat Borders drove in Derek Bell with a sacrifice fly in the top of the 11th inning to put the Blue Jays ahead, and Tom Henke came on to get the save before 47,732 fans at Oakland-Alameda County Coliseum.
