Ants Piip, 58
. Prime Minister of Estonia, 1920; State Elder of Estonia, 1920-1921. Mr. Piip, a member of the Labour Party and later an independent politician, served as Prime Minister from October 26-December 20, 1920 and as State Elder from December 20, 1920-January 25, 1921. He held other cabinet posts during the 1920s, and was still an active politician when he was arrested by the U.S.S.R. secret police force NKVD. Mr. Piip died in a Soviet prison camp.

The U.S. Navy submarine USS Grouper torpedoed the Japanese freighter Lisbon Maru, not knowing she was carrying British prisoners of war from Hong Kong. Over 800 PoWs were killed either in the attack or while trying to escape. Breaking a three-week lull, British Army forces in Egypt attacked the centre of the Axis line at El Alamein.

Technology
Brown Instrument Company publicly demonstrated its electronic flight recorder, used to measure temperature and pressure changes of military planes in flight.

Economics and finance
The U.S. War Production Board began a drive to gather scrap metal as part of a program to raise 17 million tons of iron and steel scrap by the end of the year.

Jim Lonborg pitched a 7-hit complete game and started the 6th-inning rally with a bunt single, finishing the season at 22-9. Dean Chance allowed 8 hits and 5 earned runs in 5+ innings, finishing at 20-14. The Twins finished 1 game behind the Red Sox, tied with the Detroit Tigers for second place.

The Detroit Tigers beat the California Angels 6-4 in the first game of a doubleheader before 38,398 fans at Tiger Stadium, but the Angels won the second game 8-5 to eliminate the Tigers from American League pennant contention. The Tigers had runners on first and second bases with none out in the bottom of the 9th inning of the second game, but pinch hitter Jimmy Price flied out to left field and Dick McAuliffe, who hadn't grounded into a double play all year, did exactly that, ensuring the pennant for the Boston Red Sox, whose game was already over. Bill Skowron grounded out as a pinch hitter for the Angels in the 4th inning of the first game, which was the 1,658th and last game of his 14-year major league career. California pitcher Curt Simmons retired the only batter he faced in the second game, which was the 609th and last game of his 20-year major league career. Jerry Lumpe started at second base for Detroit in the second game and singled in his only plate appearance and making 1 assist in the 1,371st and last game of his 12-year major league career.

. U.S. baseball player. William Jennings Bryan Patterson was a third baseman and shortstop who played 23 games with the New York Giants in 1921, batting .400 with 1 home run and 5 runs batted in. He played at least 5 seasons in various minor leagues from 1915-1921, with statistics nowhere near as good as those he posted with the Giants.

General Mohammed Zia ul-Haq, leader of Pakistan's military government, cancelled national elections scheduled for October 18 and extended martial law for an indefinite period, saying that elections would only be "an invitation to a new crisis." He also banned all political activity "to allow passions to cool down." He set no date for elections, but stated that the criminal cases pending against former Prime Minister Zulfikar Ali Bhutto and some of his former aides should be resolved before the people voted.

The Czechoslovakian parliament rejected the draft bill on division of the country, throwing the timetable for separation into chaos. The two republics were to separate on January 1, 1993, but no agreement could be reached on how to accomplish the change.

The United States Senate approved a treaty, signed in 1991, that would reduce the number of strategic (long-range) weapons held by the U.S.A. and four independent states that were formerly part of the U.S.S.R. Under its terms, the number of U.S. warheads would drop from 12,646 in 1990 to 8,556, and the number of Russian warheads would decline from 11,012 held by the Soviet Union in 1990 to 6,163. The former Soviet republics of Belarus, Kazakhstan, and Ukraine would have no nuclear weapons. Only Kazakhstan of the four former Soviet republics had approved the treaty so far.

The aircraft carrier USS Saratoga, while taking part in NATO exercises, accidentally fired two missiles that hit a Turkish destroyer, killing 5 and injuring 15.

The Ukrainian government was defeated 295-6 in a parliamentary non-confidence vote, the day after the resignation of Prime Minister Vitold Fokin.

After withdrawing from the race in July, Texas billionaire H. Ross Perot announced that his withdrawal had been a mistake, and that he was back as an independent candidate for President of the United States.

Ronnie Hazlehurst, 79
. U.K. composer and conductor. Mr. Hazlehurst joined the British Broadcasting Corporation in 1961 and beame the Light Entertainment Musical Director, composing theme music for numerous comedy television comedy series. He left the BBC in the 1990s, and died of a stroke.

Al Oerter, 71. U.S. discus thrower. Mr. Oerter won the gold medal in the men's discus event in four consecutive Summer Olympic Games from 1956-1968. He died of cardiovascular disease, 12 days after his 71st birthday.

Steven Point was installed as the first aboriginal Lieutenant-Governor of British Columbia, replacing Iona Campagnolo.

16 members of the Legislative Assembly were elected in the Northwest Territories territorial election.
