. U.S. diplomat. Mr. Moffat was a career bureaucrat who served as U.S. Ambassador to Canada from June 13, 1940 until his death in Ottawa, 18 days after his 47th birthday, from complications after surgery for phlebitis.

U.S. tanks and infantry swept 35 miles eastward to Maknassy, near the Gulf of Gabes in Tunisia. German and Italian troops were reported massing along the Mareth line, stretching 40 miles from Mareth near the Tunisian coast southward to Foum Tatahouine.

Economics and finance
U.S. Lend-Lease Administrator Edward Stettinius reported to Congress that aid from March 1941-December 1942 totalled $8.253 billion.

Robert R. Young, 60
. U.S. railroad executive. Mr. Young, nicknamed "The Daring Young Man of Wall Street," held controlling interest in the Chesapeake & Ohio Railway, New York Central Railroad, and other railroad properties. He was one of the first railroad executives to introduce a computer system and high-speed diesel passenger trains. Mr. Young suffered from depression for 15 years before committing suicide at his winter mansion in Palm Beach, Florida.

Defense
Iraqi Prime Minister Abdul Wahab Marian assured the Iraqi Parliament that Baghdad Pact membership would not compel Iraq to accept U.S. missile bases.

Economics and finance
V.P. Migunov, U.S.S.R. delegate to the United Nations Economic Commission for Asia and the Far East, announced a general Soviet offer to backward nations of five-year credits for machinery purchases and long-term agreeements for purchase or barter of basic export commodities.

West Virginia Governor Cecil Underwood appointed State Republican Committee chairman John Hoblitzell to the United States Senate to fill the remainder of the term of Matthew Neely (Democrat), who had died on January 18 at the age of 83.

Disasters
The Israeli submarine INS Dakar, with 69 aboard, was reported missing off Cyprus; the wreckage was discovered between Cyprus and Crete in 1999. The sub had been purchased from the United Kingdom and had undergone sea and diving trials before departing Scotland on January 9 for her first trip to Israel.

12 people were reported dead in a collision between an American freighter and a Japanese fishing boat off Kyushu.

An earthquake in Sicily killed 7 people and injured 55.

Muriel Humphrey, 65, widow of U.S. Senator Hubert Humphrey (Democrat--Minnesota), was appointed by Minnesota Governor Rudy Perpich to fill her husband's seat. Mr. Humphrey had died of cancer on January 13 at the age of 66. Mrs. Humphrey remains the only wife of a Vice President to have sat in the Senate.

Colleen Moore, 88
. U.S. actress. Miss Moore, born Kathleen Morrison, was one of the best-known "flappers" of the 1920s, and was Hollywood's biggest box office draw in 1927. Among her best-known movies are Flaming Youth (1923); So Big (1924); Ella Cinders (1926); The Power and the Glory (1933); and her last film, The Scarlet Letter (1934). Miss Moore invested wisely, became a partner in Merrill Lynch, and wrote a book on investing. She was one of the people interviewed for Sidney D. Kirkpatrick's fascinating 1986 Hollywood true crime book A Cast of Killers.

Two people were killed and three wounded in a shooting outside the headquarters of the United States Central Intelligence Agency in Langley, Virginia. A Pakistani national was later convicted, and was executed in 2002.

Ralph Dupas, 72
. U.S. boxer. Mr. Dupas, a lightweight and welterweight, compiled a record of 106-23-6 in a professional career from 1950-1966. He challenged unsuccessfully for the world lightweight and welterweight titles before winning a split decision over Denny Moyer in April 1963 to win the World Boxing Council world super welterweight (aka light middleweight) title. He retained the title with a unanimous decision over Mr. Moyer two months later, but lost the title in his next defense when he was knocked out by Sandro Mazzinghi in September 1963. Mr. Dupas failed in an attempt to regain the title from Mr. Mazzinghi three months later. Mr. Dupas died after a long battle with dementia pugilistica.
