Toronto Rugby & Athletic Association’s protest of their 9-7 loss to the Hamilton Alerts on November 16 was upheld, and the game was ordered to be replayed on November 23. The Alerts declined to play the game again, choosing instead to play the Tigers of the Interprovincial Rugby Football Union for the city championship. A Toronto touchdown had been disallowed when the referee blew his whistle because of a penalty against Hamilton, but the play should not have been stopped for a penalty against the team not in possession of the ball, and Toronto should have had the option of a free kick from the point of foul or accepting any score made.

Sarnia Imperials 11 @ Hamilton Tigers 15

Dinny Gardner rushed 7 yards for a touchdown and Dave Sprague rushed 60 yards for another TD in the 1st quarter as the Tigers took a 10-1 lead and held on to win over a tough Sarnia squad in inch-deep mud before 3,000 fans at the Hamilton Amateur Athletic Association Grounds. Mr. Gardner's touchdown was set up by a 48-yard punt return by Frank Turville. Bummer Stirling punted for Sarnia's first point in the 1st quarter. Mr. Hayes rushed 1 yard for the Imperials' first touchdown in the 2nd quarter to reduce the Tigers' lead to 10-6, but Jimmy Simpson returned a fumble 25 yards for a TD to give Hamilton a 15-6 halftime lead. Mr. Gardner fumbled a punt on his own 2-yard line on the last play of the 3rd quarter, and Mr. Speers recovered for the Imperials. Norm Perry rushed for the touchdown on the first play of the 4th quarter to make the score 15-11. Sarnia had a chance to score the potential winnng touchdown in the game's waning minutes when they had first down at the Hamilton 11-yard line, but the Tigers' defense held.

Politics and government
Randolph Churchill, son of British Prime Minister Sir Winston Churchill, delivered a speech in Hove, England, blasting newspaper magnate Lord Beaverbrook as a false friend of Sir Winston and as a "republican as much opposed to our monarchial institutions as he is opposed to nearly everything else which has made our country glorious and free." Lord Beaverbrook was reached by telephone in Nassau, and asked Mr. Churchill's denunciation to be repeated twice. When asked for comment, there was a moment's silence and Lord Beaverbrook said, "Much obliged. I have no comment to make at all."

Hamilton 27 @ Toronto 11 (2-game total points series tied 33-33)

Hamilton quarterback Bill Mackrides completed 13 of 25 passes for 257 yards and touchdowns to Bernie Custis, Hal Waggoner, Tip Logan, and Joe Shinn as the Tiger-Cats roared back from a 16-point deficit to tie the series on a muddy field before 26,099 fans at Varsity Stadium. Mr. Custis and Mr. Waggoner scored in the 1st quarter, with Mr. Waggoner's touchdown covering 100 yards. Hamilton led 12=0 after the 1st quarter and 18-0 in the 2nd quarter before Billy Bass scored a touchdown for the Argonauts and Red Ettinger converted to make the halftime score 18-6. Mr. Logan, who converted all of his team's touchdowns, kicked a field goal in the 3rd quarter to make the score 21-6, but Mr. Bass scored his 2nd touchdown of the game to reduce the Argonauts' deficit in the game to 21-11. Mr. Ettinger missed the convert, which proved costly. Mr. Shinn scored his touchdown in the 4th quarter; Mr. Mackrides had trouble handling the muddy ball in holding for the convert attempt, but Mr. Logan was able to kick it through for the tying point. Toronto quarterback Nobby Wirkowski completed 13 of 22 passes for 171 yards, but threw no passes in the 2nd half. Because there were no lights at Varsity Stadium, it was too dark to play two 10-minute halves of overtime, and it was decided that a third game would be played at Varsity Stadium on November 22. The venue for the third game was decided by a coin toss.

Protest
Two Negro students were killed by buckshot as Louisiana state police and sheriff’s deputies were clearing demonstrators from the administration building of Southern University in Baton Rouge in a day of violence following weeks of unrest stemming from student demands for more say in academic decisions and better housing. Police claimed that they had fired only tear gas. Louisiana Governor Edwin Edwards ordered an investigation and closed the predominantly-Negro campus, charging that students had set fire to two buildings and exploded a bomb during the violence. Classes at Southern’s New Orleans campus had been closed since the beginning of the month, when 150 students had seized the administration building, demanding a greater voice in university administration.

Politics and government
The Social Democratic Party, led by Chancellor Willy Brandt, won a majority of the seats in the Bundestag in West German elections. Mr. Brandt, who was campaigning on the policy of Ostpolitik—reconciliation with the U.S.S.R. and eastern Europe—increased his coalition’s total of seats to 272, against 224 for the opposition led by the Christian Democratic Party. The margin of 48 was up from 12 in the 1969 elections. The Social Democrats captured 45.9% of the vote to 44.8 for the Christian Democrat-Christian Socialist coalition. The Free Democrats, part of Mr. Brandt’s coalition, took 8.4% of the vote.

Disasters
At least 100 were killed when a jetty collapsed in Calabar, Nigeria.

Saskatchewan 27 @ Winnipeg 24

Jack Abendschan’s 22-yard field goal on the last play after regulation time had expired completed the Roughriders’ comeback from a 24-7 deficit and gave them the championship of the Western Football Conference before 19,534 fans in the first WFC final game at Winnipeg Stadium in six years, and the first sudden-death Western final since 1945. With 8 seconds remaining and the score tied 24-24, Mr. Abendschan was wide on a 34-yard field goal attempt. Winnipeg defensive back Mike Law caught the ball in the end zone and punted it out. Saskatchewan quarterback Ron Lancaster caught the ball at the 30-yard line and punted it back into the end zone. Winnipeg’s Paul Williams caught it and punted it back out. Saskatchewan linebacker Charlie Collins caught the ball at the 25 and was tackled there, but the Blue Bombers were called for no yards, and since the quarter couldn’t end on a penalty, the ball was moved from the 25 to the 15-yard line and Mr. Abendschan was given another chance. Had the Roughriders not scored, two 10-minute halves of overtime would have been played. Winnipeg quarterback Don Jonas threw 2 touchdown passes to Bob LaRose; defensive end Jim Heighton scored the other Winnipeg touchdown late in the 1st half when Saskatchewan punter Bob Pearce fumbled a snap, Winnipeg defensive lineman Mike Dirks knocked the ball away, and Mr. Heighton fell on it in the Saskatchewan end zone. Mr. Jonas, who had converted the first 2 touchdowns, missed the convert, leaving the Blue Bombers ahead 20-7. He then missed a 28-yard field goal attempt just before halftime, settling for a single and a 21-7 halftime lead. Mr. Jonas kicked a 17-yard field goal at 5:59 of the 3rd quarter to increase the Winnipeg lead to 24-7. At 10:29, Mr. Lancaster completed a 17-yard touchdown pass to Alan Ford, and Mr. Abendschan's convert reduced the deficit; the key play of the drive was a 42-yard run by Mr. Reed from his own 17-yard line to the Winnipeg 51. Early in the 4th quarter, Lewis Cook intercepted a pass from Mr. Jonas and returned it 44 yards to the Winnipeg 8. The Blue Bombers' defense held, and Mr. Abendschan kicked a 17-yard field goal at 2:37 to make the score 24-17. The Roughriders tied the game with 3:14 remaining in regulation time on a 2-yard touchdown rush by Mr. Reed on a third-down gamble, converted by Mr. Abendschan.

China announced that Foreign Minister Huang Ha and Defense Minister Geng Biao had stepped down and had been replaced by Wu Xuequian and Zhang Aiping, respectively. Both new appointees, supporters of current Chinese leader Deng Xiaoping, had been purged during Chairman Mao Zedong’s Cultural Revolution. The two deposed men had attended the funeral of Soviet leader Leonid Brezhnev on November 15.

Economics and finance
The U.S. Federal Reserve Board announced a reduction in its discount rate from 9.5%-9%.

Abominations
Sir Stephen Brown, president of the Family Division of the High Court in London, gave doctors permission to disconnect a feeding tube from Tony Bland, who had been in a persistent vegetative state since being crushed in an overcrowded grandstand at the football stadium in Hillsborough in 1989. Mr. Bland's doctors said that he might survive for five years, but that there was no hope for recovery. Judge Brown ruled that feeding through a tube was medical treatment. Although Mr. Bland was not dead and was not in the process of dying, Judge Brown thought in was in accordance with good medical practice to allow Mr. Bland to die of starvation over a period of days. Anti-euthanasia activists protested the ruling.
